Dubai's shared housing rules limit each residential unit to either families or individuals, with one year for owners to comply.

Dubai Municipality has banned families and individuals from living in the same shared residential unit under Law No. 4 of 2026, which took effect in August. The shared housing rules also limit such housing to designated areas. The law aims to curb overcrowding and unregulated occupancy.

Owners and establishments have one year to bring existing properties into compliance, Gulf News reported.

What are the key changes in Dubai's shared housing rules?

Each shared unit must house either families or individuals, never both. Entire buildings or villas must be designated for one group. Bedrooms need at least five square meters per occupant, and every four residents need one complete bathroom. Existing properties have one year to comply.

Where is shared housing for individuals banned in Dubai?

The municipality has barred shared accommodation for individuals on major roads with a tourism or commercial character. These include Baniyas Road, Sheikh Zayed Road, Jumeirah Road and Al Wasl Road. Shared housing in those locations will be limited to families.

How much space and how many bathrooms are required?

Each occupant must have at least five square meters of bedroom space. A complete bathroom, with a washbasin, toilet and shower, must be available for every four occupants in both family and individual accommodation.

More than one family may share a unit designated for families. Each family must have a separate bedroom with its own private bathroom.

In accommodation for individuals, several occupants may share a bedroom, subject to maximum occupancy limits and approved health and technical requirements. Living rooms may also be repurposed for residential use.

Where bathroom facilities are separated, there must be at least one toilet for every four occupants and one shower for every six. This is allowed only in accommodation for individuals.

What kitchen and shared facilities must buildings provide?

New buildings housing individuals may provide shared kitchens on each floor. Their size and facilities must suit the number of residents.

Where shared accommodation is within individual apartments, kitchens may be inside the unit. They must offer at least one square meter per occupant and meet Dubai Building Code health and safety requirements.

Buildings housing individuals must also have multipurpose areas for dining and recreation. They must provide adequate laundry and drying facilities.

Who must comply with the shared housing rules, and by when?

The requirements appear in Dubai Municipality Circular No. 1-3-1 of 2026. It sets out 10 obligations for building and villa owners, engineering consultancy offices and contracting companies.

Buildings or villas now used for shared accommodation must comply within one year of the law taking effect. They must also meet applicable planning and construction standards.

The grace period does not cover building violations or unauthorized changes of use. The municipality said such violations must be removed to protect lives and property.

How do owners apply for a shared housing permit?

A building permit is required for shared accommodation. This applies to new construction and to modifications of existing buildings and villas being converted.

The owner's appointed engineering consultancy must submit license, completion and shared-housing permit applications through the Dubai Building Platform. Applications must include plans and details on buildings, apartments and rooms, along with sizes, categories of occupants and occupancy rates.

Shared-housing permits will be issued once a completion certificate is granted. They will contain the information the Dubai Land Department requires for tenancy contracts.

Fees will apply to requests to convert a building, or part of one, into a property unit designated for shared accommodation.

What are the parking and transport rules?

Shared accommodation is exempt from minimum car-parking requirements. Owners or operators must still provide suitable areas for minibuses to pick up and drop off residents within the road right-of-way.

This is subject to approval from Dubai's Roads and Transport Authority and compliance with the Dubai Building Code. Bicycle parking equal to at least 10 percent of a building's total occupants must also be provided.

Can villas be rented for shared accommodation?

Private residential villas, and villas in approved areas, may be rented for shared accommodation. They must comply with the relevant planning and construction requirements.

The rules apply to new buildings and to existing properties being modified or converted in authorized areas.

Why did Dubai introduce the shared housing law?

Law No. 4 of 2026 is meant to regulate the management and occupancy of shared housing. It also aims to protect the rights of owners and residents and provide appropriate accommodation for different sections of the community.

The law also seeks to curb overcrowding and unregulated occupancy in residential neighborhoods. It aims to reduce safety and security risks, limit informal shared housing and preserve Dubai's urban appearance.
