India to consider engaging in development projects in Afghanistan
Despite no diplomatic ties, India explores Afghan development aid, focusing on health and refugee support
India signaled a willingness to engage in development projects in Afghanistan, despite the absence of formal diplomatic ties, its Foreign Ministry announced Wednesday.
The statement came after a meeting in Dubai between Indian Foreign Secretary Vikram Misri and Afghanistan's Acting Foreign Minister Mawlawi Amir Khan Muttaqi.
"India will provide further material support in the first instance to the health sector and for the rehabilitation of refugees," the ministry said, following requests from Afghan representatives.

Over the past two years, India has dispatched shipments of wheat, medicines, COVID vaccines, and winter clothing to Afghanistan.
However, New Delhi has refrained from recognizing the Taliban-led government that took power in 2021, closing its embassy in Kabul shortly thereafter.
India’s renewed interest in Afghanistan's development comes against the backdrop of strained diplomatic relations.
The Afghan embassy in New Delhi ceased operations in November 2023 after diplomats appointed by the pre-Taliban government failed to secure visa extensions.

India’s focus on humanitarian aid reflects a broader policy of extending support to the Afghan people while maintaining its non-recognition of the Taliban regime.
The move underscores New Delhi's cautious approach in balancing regional stability with its diplomatic principles.
