The Pakistan Business Council (PBC) today welcomed Dr. Najeeb Ahmed Memon, the newly appointed Director General of the Tax Policy Office (TPO), during his visit to engage with industry representatives and business leaders.
The visit is part of the government’s initiative to bring key stakeholders on board as it pursues reforms aimed at separating tax policy from revenue administration and building a growth-oriented, investment-friendly tax framework.
During the meeting at PBC, Dr. Memon outlined the mandate and working approach of the TPO, emphasizing structured consultation with industry bodies.
Discussions focused on understanding private sector challenges, identifying distortions in the existing tax regime, and shaping policies that support investment, competitiveness, and formalization of the economy.
PBC has long advocated for the separation of tax policy from revenue administration, maintaining that tax rules should be long-term, predictable, and consistent. Such a framework, the Council says, facilitates investment, supports industry and exports, and contributes to sustainable economic growth, while ensuring a level playing field and avoiding penalization of compliant businesses.
Welcoming the engagement, Dr. Zeelaf Munir, Chairperson, PBC, said: "The creation of the Tax Policy Office is a positive step toward meaningful reform. We value Dr. Memon’s consultative approach and believe that continuous dialogue with industry is essential. Tax reform is central to economic growth, and separating policy from administration can help create a predictable, evidence-based, and growth-focused framework. She added that effective reform requires ongoing engagement with industry to ensure policies reflect economic realities and align with Pakistan’s long-term growth objectives.
Dr. Memon said, “The Government of Pakistan firmly believes that engagement with industry stakeholders is pivotal to building an effective and credible tax policy framework that supports the country’s economic prosperity. These consultations aim to understand sectoral realities, identify structural challenges, and ensure that tax policy promotes growth, investment, and documentation of the economy. Insights from the Pakistan Business Council and its members will be invaluable in shaping pragmatic and sustainable policy outcomes.”
The PBC reaffirmed its commitment to constructive engagement with the government, stressing that sustainable reform depends on coordination between policymakers, administrators, and industry. The Council emphasized that a transparent, predictable, and equitable tax system is central to improving Pakistan’s investment climate and supporting long-term economic growth.
