What constitutional provisions and findings led to the cabinet's recommendation?

The decision was finalized during a special federal cabinet meeting in Islamabad chaired by Prime Minister Shehbaz Sharif, where security and intelligence agencies presented briefings detailing a 195 percent increase in terrorist incidents across Khyber Pakhtunkhwa alongside rising insurgent drone and IED strikes targeting law enforcement.

The cabinet expressed deep concern over the security deterioration, asserting that the provincial administration has shown deliberate disengagement from counterterrorism operations while misusing public resources to conduct political demonstrations.

Under the constitutional framework, Article 232 empowers the President to issue a Proclamation of Emergency if satisfied that a grave threat exists to the security of Pakistan or any part thereof by war, external aggression, or internal disturbance. Concurrently, Article 234 provides for the assumption of provincial executive authority—commonly known as Governor's Rule—in the event that the constitutional machinery of a province cannot be carried on in accordance with the Constitution.
