Abu Dhabi unveils digital strategy to lead AI-driven governance
The strategy aims to fully digitize government operations, adopt sovereign cloud computing and deploy more than 200 AI solutions, driving innovation and efficiency across the emirate.
The Abu Dhabi government has unveiled the "Abu Dhabi Government Digital Strategy 2025-2027," marking a significant leap toward establishing an AI-powered government.
Spearheaded by the Department of Government Enablement – Abu Dhabi (DGE) in collaboration with government entities, the initiative aims to position Abu Dhabi as a global leader in AI-driven governance, backed by a substantial investment of AED 13 billion over the next three years.
Key objectives include building a robust digital infrastructure with 100% adoption of sovereign cloud computing, full digitization and automation of government processes, and implementing a unified enterprise resource planning (ERP) platform to streamline operations and enhance efficiency.

The AI for All program under the strategy emphasizes citizen empowerment through AI training and education, alongside the deployment of more than 200 innovative AI solutions across government services.
Cybersecurity remains a cornerstone, with the strategy introducing advanced digital frameworks to anticipate and address emerging challenges, ensuring the highest standards of security.
Ahmed Hisham Al Kuttab, chairman of the DGE, said: "This strategy reflects our leadership’s vision to integrate AI seamlessly across government systems, creating a proactive, technology-enabled future. It will transform public services, optimize operations and drive sustainable economic growth."
Building on initiatives like TAMM 3.0 and the Effortless Customer Experience Program, the strategy is expected to contribute AED 24 billion to Abu Dhabi’s GDP by 2027, create more than 5,000 jobs, and strengthen Emiratisation efforts.
Strategic collaborations with Mohamed bin Zayed University of Artificial Intelligence, the Advanced Technology Research Council, G42 and global partners reinforce Abu Dhabi’s status as a global hub for digital governance and sustainable development.
