Pakistan’s National Assembly on Wednesday endorsed the federal government’s decision to impose emergency rule in Khyber Pakhtunkhwa (KP), after the government accused the Pakistan Tehreek-e-Insaf (PTI)-led provincial administration of disengaging from counterterrorism efforts.
The resolution passed by majority vote while lawmakers called for renewed dialogue.
What did the National Assembly approve on the KP emergency?
The Assembly approved the proclamation issued by President Asif Ali Zardari on Oct. 11 under Article 232 of the Constitution, according to a post on its official X account. Parliamentary Affairs Minister Tariq Fazal Chaudhry moved the motion after Law Minister Azam Nazeer Tarar opened the debate.
The House adopted the following resolution moved by Dr. Tariq Fazal Chaudhary, Minister for Parliamentary Affairs."The National Assembly approves the Proclamation of Emergency issued by the President on the 11th October, 2026 in the Province of Khyber Pakhtunkhwa under second proviso of clause (1) of Article 232 of the Constitution of the Islamic Republic of Pakistan"#NASession @AyazSadiq122 @DrTariqFazal

The Assembly suspended its regular question hour to take up the matter. The federal government announced emergency measures and governor’s rule in the province on Sunday, and the PTI has opposed the move.
What happens next after the National Assembly vote?
The emergency proclamation must now be considered by the Senate. Article 232 requires a proclamation issued by the president on his own initiative to be presented to both houses of parliament for approval within 10 days.
Governor’s rule follows a separate constitutional procedure under Article 234. Such a proclamation must be presented to a joint sitting of parliament and expires after two months unless the joint sitting approves an extension. It cannot remain in force for more than six months.
What did ministers and Bilawal say during the debate?
Federal ministers defended the emergency measures during Wednesday’s debate, accusing the provincial government of failing to demonstrate sufficient commitment to combating militancy. Pakistan Peoples Party Chairman Bilawal Bhutto-Zardari also held the PTI responsible for the developments leading to the federal intervention.
He described the situation as a “political suicide attack” by the party on its own provincial government. Bilawal nevertheless called on the government and opposition to resume negotiations and work together to counter terrorism, signalling the need for political engagement alongside security measures.
What did the speaker say about talks with the PTI?
National Assembly Speaker Sardar Ayaz Sadiq recalled a round of talks held on Oct. 3, describing the atmosphere as cordial. He praised both sides for making efforts to resolve their differences, while acknowledging that some issues were beyond their control.
Sadiq said he would support the reconstitution of the same negotiating committees if talks were resumed. Addressing PTI lawmakers, he said participants had agreed that dialogue should continue, but added that they understood the constraints under which the process had taken place.
The speaker also acknowledged the PTI’s concerns about the prison conditions of its founder, former prime minister Imran Khan. He said he had shared details of the facilities available to the jailed former premier.
Prime Minister Shehbaz Sharif attended part of Wednesday’s session. Unlike some previous sessions marked by heated confrontations between the PTI and the government, opposition lawmakers participated without major disruption.
The Assembly was adjourned until 11 a.m. on Friday, Oct. 16.
