Pakistan's federal government has notified the Information Group Posting Abroad Rules 2025, formalizing the process for appointing press officers to Pakistan’s foreign missions.

The rules, approved by the prime minister, will govern the selection of Press Attachés, Press Counsellors, and Minister (Press).

The notification comes amid concerns over delays in the rotation of press officers posted abroad, with several serving beyond their mandated tenures. The terms of eight officers expired months ago -- four Grade-19 Press Counsellors since October 2024 and four Grade-18 Press Attachés since July 2024 -- yet most continue to serve in their positions.

One position, that of the press counsellor in Moscow, is currently vacant. The absence of timely replacements has raised questions about transparency, performance, and fairness in foreign postings -- issues the new rules seek to address.

Under the new rules, the selection process will begin for posts expected to fall vacant in the next six months. A written test will not be held; instead, candidates will undergo interviews conducted by a Special Selection Board headed by the federal minister for information.

Candidates will first be shortlisted by a Scrutiny Committee chaired by the joint secretary. This committee will contribute 60% to the final evaluation, while the Special Selection Board will account for the remaining 40%.

Strict eligibility criteria have been introduced. Officers with average or adverse performance appraisal reports over the last five years will be disqualified. Those in the promotion zone within the next two years or due to retire within four years are also ineligible. Additionally, a three-year mandatory stay in Pakistan after any previous foreign posting is required.

For Press Attaché positions, officers must have at least three years of regular service in Grade 18. Those who have already completed two foreign postings will not be considered. Officers facing ongoing disciplinary action or under investigation are also barred from applying.
