Pakistan spent nearly PKR 361 billion during the first eight months of the current fiscal year from cumulative development approvals of PKR 558 billion, according to data from the Planning Commission.

Data posted on the Planning Commission’s website showed that about PKR 558 billion had been approved, of which nearly 65% has been utilized, mainly by provinces and special areas, the National Highway Authority, the Water Resources Division and the Power Division.

Provinces and special areas spent around PKR 90 billion, while the National Highway Authority utilized PKR 72 billion. Spending by the Water Resources Division reached PKR 46 billion, and the Power Division spent PKR 35 billion, according to the data.

The Cabinet Division was also among the largest beneficiaries, spending PKR 39 billion during the period.

Spending trends and annual allocations

The Planning Commission’s total development outlay for the current fiscal year is about PKR 1,000 billion.

Utilization during the first eight months of the fiscal year was higher than the same period last year, when development spending totaled PKR 312 billion, the data showed.

The full-year development target for the previous fiscal year (FY25) was PKR 1,100 billion.

Sharp jump in spending at end of FY25

Data for the previous year show that development spending during the first 11 months of FY25 totaled PKR 596 billion, averaging about PKR 54 billion per month.

However, when the fiscal year ended, total spending surged to PKR 1,076 billion, according to the Planning Commission data.
