The Pakistan government has signed a transaction advisory services agreement with the International Finance Corporation to support a nationwide smart metering rollout, the Power Division said.

The initiative is aimed at modernizing the country’s electricity system and accelerating the digital transformation of transmission and distribution infrastructure, in line with the prime minister’s vision.

Under the plan, about 10 million electricity connections will be equipped with smart meters, with authorities expecting the project to attract both domestic and foreign investment.

Digital transition

Officials said smart metering will help curb electricity theft and improve transparency in billing.

Through a competitive global procurement process, the government has already achieved an estimated 40% reduction in smart meter costs.

Installation of smart meters has been made mandatory for all new electricity connections, as authorities move to phase out traditional meters and shift to a digital system.

Implementation plan

All three-phase consumers will have their existing meters gradually replaced with smart meters, while commercial and industrial users will also be integrated into the system.

Authorities said measures are being implemented to address faulty meters, with faster execution supported by approvals from the National Electric Power Regulatory Authority.

Expected impact

The government expects the rollout to improve revenue recovery and reduce system losses.

Officials added that ongoing power sector reforms will support financial stability and improve operational efficiency, while reaffirming the government’s commitment to providing reliable and high-quality electricity.
