The meeting, held Tuesday on the sidelines of the GSMA Mobile World Congress 2025, focused on the regulatory framework and strategies for integrating satellite-based internet services in Pakistan.

Rehman, who is attending the global telecom event, briefed the Starlink team on Pakistan’s registration and licensing processes. He stated that Starlink’s registration with the satellite regulatory body is currently in process, a necessary step before obtaining a PTA license for satellite-based internet services.
The discussion highlighted efforts to improve affordable broadband access, particularly in underserved areas, to bridge the digital divide and accelerate digital transformation. The Starlink team shared insights into satellite-based internet solutions in the competitive world of cellular mobile services and their potential impact on remote regions.
Rehman reaffirmed PTA’s commitment to fostering innovation and enabling emerging technologies for nationwide connectivity. Both sides explored operational strategies and regulatory requirements to ensure seamless service integration.
“PTA remains committed to enhancing Pakistan’s digital landscape by supporting initiatives that drive economic growth and digital inclusion,” Rehman said.
Starlink is the most technologically advanced company globally, providing internet services through Low Earth Orbit and has recently registered as a company with the Securities and Exchange Commission of Pakistan.
Previously, a senior government official told Nukta that the government is still in the process of formulating a regulatory framework for LEO satellites to enhance connectivity and drive technological innovation in the country.
The government hopes to overcome the demand and supply gap of internet as well as enhance its outreach to unconnected areas of the country through satellite-based internet connections, the official added.
Satellites usually orbit the earth at a distance of around 3,600 kilometers from the surface, whereas Starlink has released a large number of LEO satellites that circle the earth between 300-500 kilometers.
A Starlink delegation also met with Minister of State for IT & Telecom Shaza Fatima Khawaja in January this year, to discuss progress on Starlink's licensing and the development of regulatory frameworks for LEO satellites.
