NATO’s Supreme Allied Commander Europe (SACEUR), US General Alexus Grynkewich, delivered a stern warning to Moscow on Monday, October 12, during the opening session of the Warsaw Security Forum, unveiling the military alliance’s new "Theory of Victory" strategy designed to neutralize Russian aggression and grey-zone sabotage across Europe.
What is NATO's 'Theory of Victory' and how does it address Russian hybrid threats?
Speaking before 2,500 delegates, defense ministers, and military leaders in Warsaw, General Grynkewich outlined an operational framework that integrates artificial intelligence, swarming autonomous drones, electronic warfare, and layered air defense networks to fortify the alliance's eastern border.
The presentation comes in response to an intensifying Russian campaign of hybrid warfare and infrastructure disruption—highlighted by recent high-profile security breaches, including an explosive-laden drone discovered at a German airport.
According to NATO spokesman Colonel Martin O'Donnell, the Theory of Victory seeks to maintain NATO’s military advantage while ensuring forward-deployed forces along the Nordic-Baltic-Polish corridor can generate immediate combat power to defeat any short-notice offensive. Grynkewich emphasized that while NATO remains a strictly defensive alliance, it is actively organizing counter-command strike protocols and rapid-response capabilities to demonstrate that defeating the alliance is impossible.
How are European allies responding amid US force deployment reviews?
The unveiling of the defense concept occurs against a backdrop of geopolitical uncertainty regarding transatlantic security commitments. European member states are bracing for potential reductions in US military deployments across Europe as the Pentagon completes a comprehensive force posture review ordered by President Donald Trump. In response, European leaders—including Polish Prime Minister Donald Tusk, Norwegian Prime Minister Jonas Gahr Støre, and NATO Secretary General Mark Rutte—have called for accelerated defense production, enhanced joint counter-drone procurement, and deeper regional defense integration.
Addressing the gathering remotely, Ukrainian President Volodymyr Zelensky urged Western partners to maintain resolute defense assistance and expand intelligence sharing. The Warsaw Security Forum will continue through Tuesday as defense ministers coordinate air defense systems and strategic stockpiling.
