Pakistan allocates prime land to Federal Constabulary

Pakistan’s government has allocated 100 Kanals (12.5 acres) of land to the newly established Federal Constabulary, adjacent to the Chinese Consulate in Islamabad, sources confirmed Thursday.

The force was created under an ordinance promulgated on July 13, 2025, to enhance internal security, riot control, and protection duties nationwide.

According to sources, the Capital Development Authority (CDA) formally transferred the land to serve as the Constabulary’s main office.

Minister of State for Interior Talal Chaudhry confirmed to Nukta that 100 Kanals of land have been allocated near the Chinese Consulate and that the FC will now permanently handle VIP escort duties, working alongside specialized forces in daily threat assessments.

In addition to land, the government has also allocated PKR 24 billion (about USD 86 million) for the force over five years.

The ordinance was laid before the National Assembly on Friday by Interior Minister Mohsin Naqvi and referred to a standing committee.

Recruitment without rules

According to the Frontier Constabulary (Re-Organization) Ordinance, 2025, the new division will be formed by reorganizing the Frontier Constabulary (FC), which has about 24,000 personnel.

Section 11 of the ordinance mandates that appointments will be made under rules prescribed by the ordinance. However, the government has initiated recruitment without formalizing those rules, according to sources.

"Ordinance is considered law, and departments later prepare their operational rules," Interior Minister Chaudhary said. He added that most of the groundwork has been completed, and the same criteria used for other forces will apply here.

Regional representation

The Federal Reserve Division of Federal Constabulary will include anti-riot and protection units. The force will represent all regions, with 20% each from Punjab, Sindh, Balochistan, and Khyber Pakhtunkhwa, along with 10% from Azad Jammu & Kashmir, 6% from Gilgit Baltistan, and 4% from Islamabad.

So far, 3,000 FC personnel have been transferred to the new force. Recruitment for 3,229 vacancies has started under BPS-07, with requirements including an age limit of 22 years and a minimum height of 5 feet 10 inches.

The ordinance also states that the VIP escort wing, likely to serve the prime minister and president, will receive salaries three times higher than regular recruits.

Chaudhry emphasized how the Frontier Constabulary had long been treated as a “B category” force, with lower salaries and benefits despite significant roles in counterterrorism, anti-smuggling, and protecting ambassadors.

He said the new recognition and infrastructure will bring it in line with other security institutions.

Repeated attempts by Nukta to reach Inspector General (IG) of Frontier Constabulary Riaz Nazir Gara for comment were unsuccessful.
