Pakistan’s telecom regulator has drafted a new 10-year internet service license to bring in more providers and improve digital access across the country.

The initiative aims to encourage new internet service providers (ISPs) to enter the market and enhance digital connectivity across the country.

According to the Pakistan Telecommunication Authority (PTA), the new license will bring in fresh competition to improve the quality of internet services.

The proposed license sets out conditions related to rollout obligations, net neutrality, user privacy, and regulatory compliance.

An initial license fee of PKR 300,000 ($1,080) has been proposed, with renewals every decade.

Officials said the draft has been posted on PTA’s website and social media platforms for public and industry feedback and will be revised before formal adoption.

Industry experts say the measure could diversify Pakistan’s broadband market by lowering barriers for smaller internet service providers.

But they cautioned that the policy will only succeed if PTA enforces fair competition and prevents large operators from dominating the space.

The initiative is part of the regulator’s broader push to boost digital inclusion under Pakistan’s “Digital Economy Vision 2030.”

No enforcement date has been announced, but the license is expected to be finalized in the coming months after consultations.
