Every year, the same people such as salaried individuals and registered businesses carry the tax burden, while millions stay outside the system.

Out of 137 million bank accounts in Pakistan, only 5.9 million people file taxes. That is just 8%.

With a tax collection target of PKR 12.97 trillion for FY25, FBR still expects a shortfall. The real solution is not more pressure on honest taxpayers. It is broadening the base and bringing non-filers into the net through smart enforcement.
