Dubai ranked top global destination for creative industry FDI for third year
Dubai ranked #1 globally for foreign direct investment in the cultural and creative industries for the third year in a row, attracting $5.1 billion and over 23,500 new jobs in 2024.

Flexible regulations, innovation-focused strategies, and targeted support for creatives have positioned Dubai as a leading global hub for the creative economy.
Dubai has once again been named the world’s leading city for foreign direct investment (FDI) in the cultural and creative industries (CCI), marking the third consecutive year it has claimed the top spot, according to the Financial Times’ fDi Markets.
In 2024, the emirate attracted 971 creative industry projects, bringing in AED 18.86 billion ($5.1 billion) in capital and generating over 23,500 new jobs, a nearly 60% jump in FDI inflows and a 9% increase in employment from the previous year.
Sheikha Latifa bint Mohammed Al Maktoum, Chairperson of Dubai Culture, attributed the milestone to the long-term vision of the UAE leadership and the city’s role as a blueprint for the future of creative economies.
Key drivers of growth
- Flexible regulations: New policies, including the 2025 Executive Council Resolution, now allow free zone companies to operate mainland businesses with permits.
- Zero Government Bureaucracy (ZGB): A national initiative simplifying licensing and procedures.
- Creative funding: Dubai Culture’s International Art Fairs Grant supports local galleries abroad.
Global impact
Dubai’s success in attracting Greenfield FDI projects in CCI has outpaced global rivals like London and Singapore, driven by its strong performance in advertising, filmmaking, gaming, AI, digital design, and creative education.
The U.S. led in capital inflows (23.2%), followed by India, the UK, Switzerland, and Saudi Arabia, while India led in the number of projects and jobs created.
Helal Almarri, Director General of Dubai Economy and Tourism, said the creative economy is now a strategic growth pillar of the Dubai Economic Agenda D33, positioning the city as one of the top three global urban economies.
The bigger picture
Dubai’s world-class infrastructure, IP protections, and tech-forward approach, including the integration of AI and digital engineering in the CCI, have turned it into a magnet for creatives, entrepreneurs, and global investors.
As Hala Badri, Director General of Dubai Culture, noted:
