Prime Minister Shehbaz Sharif chaired a Federal Cabinet meeting in Islamabad on Tuesday, where the government approved Pakistan's first-ever four-year Hajj Policy and Plan 2027-2030. The policy aims to improve long-term planning, operational efficiency and services for pilgrims. The Cabinet commended Religious Affairs Minister Sardar Muhammad Yousaf and his team for managing this year's Hajj operations.

What is Pakistan's Hajj Policy 2027-2030?

The Hajj Policy 2027-2030 replaces the previous practice of formulating annual Hajj policies with a single four-year framework. It allows long-term operational planning while ensuring better facilities for Pakistani pilgrims. Standard Operating Procedures and implementation regulations will be developed, and the policy may be amended when required to remain aligned with Saudi Arabian laws.

How do I register for Hajj 2027 in Pakistan?

Under the new framework, intending pilgrims will be able to register once for Hajj up to 2030 instead of renewing their registration every year. A priority waiting list will be maintained based on these registrations. The policy also introduces a Shariah-compliant Hajj savings scheme, allowing citizens to save gradually for future pilgrimage expenses.

What digital reforms does the new Hajj policy include?

The entire Hajj management system, including payments, complaint handling and monitoring, will be fully digitized to enhance transparency and efficiency. The policy allocates separate quotas for government and private Hajj schemes, and introduces both long-duration and short-duration Hajj packages. It also includes mandatory pilgrim training, Takaful coverage and emergency response arrangements. The Cabinet directed that Hajj assistants be appointed through a transparent, merit-based process and called for third-party validation of both public and private Hajj operations.

What health services outsourcing did the Cabinet approve?

The Cabinet approved a policy to outsource the services of the Isolation Hospital and Infectious Treatment Centre and the Regional Blood Centre in Islamabad to improve healthcare quality. The Ministry of National Health Services will implement the outsourcing process in accordance with applicable rules and regulations.

What did the Cabinet say about Pakistan Railways' revenue?

Railways Minister Hanif Abbasi briefed the Cabinet on Pakistan Railways' performance, reporting that revenue rose from PKR 95 billion in fiscal year 2024-25 to more than PKR 115 billion in 2025-26, a 24.19 percent increase. Freight revenue rose by more than PKR 8 billion, other income by over PKR 7 billion, and property and land revenue by more than PKR 6 billion, while passenger revenue increased 3.37 percent. The Cabinet appreciated Abbasi and his team for the improvements in railway operations and freight cargo movement.

The Federal Cabinet also ratified decisions taken at the Cabinet Committee on Legislative Cases meeting on May 19, 2026, and the Economic Coordination Committee meeting on July 2, 2026.
