The federal government has reduced the maximum refining margin cap used in high-speed diesel (HSD) pricing to USD 38 per barrel from USD 41.89, approving a revised formula on Tuesday, October 20, to shield domestic consumers from volatility across global crude and product markets driven by the Iran-US war.

What are the parameters of the revised diesel pricing mechanism?

According to a research alert issued by brokerage firm Topline Research, the adjusted cap was formally incorporated into the daily pricing sheet published on the Oil and Gas Regulatory Authority’s (OGRA) portal. The previous ceiling of USD 41.89 per barrel had been instituted for a two-month duration and was scheduled to expire on October 20.

A policy document from the Petroleum Division confirmed that the federal cabinet cleared the revised mechanism during its October 19 session. Under the updated formula, the government fixed the HSD crack spread ceiling at USD 38 per barrel while retaining the statutory floor of USD 11.33 per barrel.

The pricing framework calculates the maximum allowable margin based on a seven-working-day rolling average crack spread, subject to the new upper threshold. Topline Research noted that domestic refiners and oil marketing companies (OMCs) agreed to the updated margin structure, which is projected to govern local retail pricing calculations for the next 60 to 90 days.

How does the cap address supply strains and market volatility from the Iran-US conflict?

The adjustment comes as Pakistan navigates volatile swings in international refined product benchmarks, compounded by severe shipping disruptions and naval mine incidents in the Persian Gulf chokepoints since the outbreak of hostilities between Iran and the United States.

To stabilize fuel import costs, the federal government extended its crude-based pricing framework for another three months, though authorities retain the discretion to review or recalibrate the formula earlier if regional geopolitical tensions de-escalate and international oil prices decline rapidly.

OGRA has been instructed to implement the new refining margin mechanism with immediate effect across all distribution calculations. The Petroleum Division confirmed that all other domestic petroleum pricing parameters—including petroleum development levies, dealer margins, and distributor commissions—will remain unchanged.

Energy analysts anticipate the lower margin cap will moderate upcoming fortnightly retail price revisions for high-speed diesel, providing relief to the agricultural and logistics sectors.
