US President Donald Trump signed an executive order on Friday waiving new Russia sanctions and tariffs targeting Moscow’s energy revenues, after signing the Lindsey Graham Act into law last month.
The waiver follows a deal with Russian President Vladimir Putin allowing Russian diesel exports in exchange for US sanctions relief.
Did Trump lift sanctions on Russia?
Trump has waived the application of the sanctions, restrictions and duties in the Graham Act through a Friday executive order. The law, signed last month, had given him authority to impose duties of up to 100 percent on major buyers of Russian oil and gas.
What are the new Russia sanctions under the Graham Act?
The act is named after the late US senator Lindsey Graham, who sponsored the bill. It targeted Russia’s energy and defence sectors, Putin and other senior officials, and Moscow’s so-called shadow fleet of tankers used to circumvent Western sanctions.
The executive order addresses these measures directly. “As described further in section 4 of this order, I am hereby waiving the application of such sanctions, restrictions, and duties provided for in the Graham Act,” the order said.
How has Ukraine reacted to the Russia diesel deal?
Trump’s reversal follows a controversial deal with Putin that would allow Russian diesel exports in exchange for US sanctions relief. Relations between Kyiv and Washington have soured since the deal.
Ukrainian President Volodymyr Zelensky called it a “weak decision”. Ukrainian forces have since resumed attacks on Russian oil refineries.
