What is Dubai's First-Time Home Buyer Program and how does it work?
The First-Time Home Buyer Program is a joint initiative by the Dubai Land Department and the Dubai Department of Economy and Tourism, launched in July 2025.
It offers structured support to new buyers to help them transition from renting to ownership in one of the world's most competitive real estate markets. Nine major developers have joined the scheme, expanding the range of properties available to eligible buyers.
How many residents have benefited from the Dubai first-time buyer program?
Since its launch, more than 3,200 residents have secured their first property titles in Dubai through the program. Participation has been strong across Dubai's growing population, with thousands of individuals and families taking part. Residential transactions linked to the scheme have surpassed AED 5 billion in less than a year.
Officials from both the Dubai Land Department and the Dubai Department of Economy and Tourism described the results as a clear indicator of sustained residential demand.
They framed the program as part of Dubai's broader strategy to strengthen long-term settlement and economic stability. The collaboration between the two departments reflects a wider policy direction aimed at positioning Dubai as a city where residents are encouraged to put down permanent roots, not just a global investment hub.
