Shaukat Nawaz Mir, a senior leader of the banned Jammu Kashmir Joint Awami Action Committee (JAAC), has been arrested in Pakistan-administered Kashmir. Authorities said the government intensified its crackdown on the group by reopening previously closed criminal cases against him.

Who is Shaukat Nawaz Mir and why was he arrested?

Mir is one of the most recognizable leaders of the JAAC, a group banned by the government following a renewed protest movement in Pakistan-administered Kashmir. He was arrested after authorities received intelligence about his whereabouts and launched a coordinated raid. The government has since reopened multiple cases against him, including allegations related to terrorism and sedition.

Deputy Commissioner of Muzaffarabad Munir Qureshi confirmed that Mir was detained in Dhirkot, a town in Bagh district, during a joint operation by the district administration and police. Authorities did not immediately provide further details about the charges or legal proceedings.

What cases has the government reopened against Mir?

Government officials said several previously closed cases against Mir had been reopened. These include allegations related to terrorism, protest activities and other offences. The government has said Mir and other JAAC leaders face charges involving alleged sedition, incitement against state institutions, disturbing public order and interfering in government affairs.

Mir was among four JAAC leaders for whom the government had announced a reward of 10 million Pakistani rupees, around $35,000, each for information leading to their arrest, after the organization was declared banned. The reward list also included Umar Nazir Kashmiri, Khawaja Mehran Arshad and Sardar Aman Khan.

The JAAC and its supporters have rejected the allegations, describing them as politically motivated. They say the movement is a peaceful campaign for public rights and constitutional demands, and accuse the government of using legal action to suppress dissent.

How did Shaukat Nawaz Mir rise to prominence?

Mir first emerged as a representative of the business community, campaigning on issues affecting traders, taxation and market rights. During 2021 and 2022, he became one of the leading voices against rising inflation, high flour prices and electricity bills under the slogan "Affordable flour, affordable electricity." The movement gradually gained public support, leading to the formation of the JAAC, where Mir became a central figure.

The campaign reached its peak in 2024 when the committee presented a 38-point charter of demands, organized a long march and called nationwide strikes across Pakistan-administered Kashmir. Some demonstrations turned violent.

What happened after the JAAC protests in 2024?

The protests eventually led to negotiations with the government, which announced a major financial relief package, subsidies on flour and lower electricity tariffs. Mir declared that the group's core demands had been accepted and suspended the protests, while saying the movement would continue until the remaining demands were met.

After accusing the government of failing to fully implement the agreement, the group revived its protests and broadened its demands beyond flour and electricity prices. These expanded demands include governance reforms, greater devolution of powers to the local level and proportional political representation. The committee has also challenged the allocation of 12 refugee seats in the legislative assembly of Pakistan-administered Kashmir.

Mir and the JAAC have maintained throughout that they are not affiliated with any political party.
