Mohammed bin Rashid issues a decree to establish the Dubai Resilience Centre
The Decree grants the Dubai Resilience Centre the legal authority to implement necessary actions and transactions to fulfil its mission of crisis and disaster management.
In a move aimed at enhancing Dubai's ability to respond to risks, crises, and disasters, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has issued Decree No. (48) of 2024 to establish the Dubai Resilience Centre.
The new public entity will operate under the Dubai Supreme Committee of Crisis and Disaster Management and is tasked with reinforcing the city’s status as one of the world’s most agile and resilient cities in the face of emergencies.
The Decree grants the Dubai Resilience Centre the legal authority to implement necessary actions and transactions to fulfill its mission of crisis and disaster management. It outlines the Centre's primary goal: to ensure that Dubai is equipped to respond swiftly and effectively to a wide range of risks, crises, and disasters, and to maintain its ability to recover quickly should such events occur.
The Centre’s key responsibilities include developing resilience plans, formulating strategic policies, and establishing the framework for crisis preparedness in coordination with relevant Dubai authorities. It will also monitor the performance of resilience initiatives, submit regular progress reports, and manage a central operations platform for crisis management. The Centre is tasked with forging partnerships at local, regional, and international levels to enhance its crisis-response capabilities.
Another crucial function of the Centre is data gathering and analysis. It will conduct studies and forecasts to support the development of proactive plans and response strategies for managing crises and disasters. Additionally, it will create simulation drills to improve preparedness and document lessons learned for future improvements.
The Decree also outlines the Centre’s executive structure, which will be headed by an Executive Director appointed by the Chairman of the Executive Council of Dubai. The Centre will work closely with the Supreme Committee of Crisis and Disaster Management to propose and implement policies and plans aligned with Dubai’s long-term goals for crisis resilience.
In a clear directive to ensure seamless collaboration, the Decree mandates that all government and non-government entities in Dubai must fully cooperate with the Centre by providing necessary data, information, and resources to support its operations.
The Decree is effective immediately and will be published in the Official Gazette.
