Sri Lanka prison riot kills 23 and wounds over 100 at Negombo facility

A deadly Sri Lanka prison riot at Negombo Prison killed 23 people and wounded more than 100 others on Monday. The overnight clashes erupted between rival drug gangs before spreading across the overcrowded facility.

What caused the Sri Lanka prison riot at Negombo Prison?

Heavy fighting broke out on Sunday evening when inmates from two rival underworld drug gangs violently clashed inside the facility. The situation escalated rapidly on Monday morning during breakfast when prisoners seized weapons from guards and attempted a mass breakout through the main gate.

Medical officials at the state-run Negombo Hospital rushed to treat dozens of victims suffering from deep cuts, severe bruises, and traumatic gunshot injuries.

Hospital director Pushpa Gamlath confirmed that the local facility received 23 bodies alongside more than 100 wounded inmates and security personnel.

Emergency teams subsequently transferred 18 of the most seriously injured victims to the Colombo National Hospital for urgent specialized surgery.

Justice Minister Harshana Nanayakkara expressed profound shock and grief regarding the deadly escalation and ordered immediate administrative measures to separate the rival factions. The minister emphasized that the legal or social status of the deceased individuals was completely irrelevant to the government during this humanitarian crisis. He stated that the tragic loss of human life represents a deep shock that should never have occurred inside a state facility.

The violence quickly spread to an adjoining section of the large complex, where panicked women inmates climbed onto a roof to demand their immediate release.

Part of the structural roof suddenly collapsed under the weight of the crowd, causing multiple injuries among the protesting female prisoners. Prison spokesman Chaminda Gajanayake confirmed that no foreign inmates were affected by the ongoing riots despite a British national being held at the facility.

How did security forces respond to the Negombo Prison clashes?

A large group of prisoners made a desperate dash toward the main gate during breakfast, but armed prison guards managed to hold them back. Security officials deployed heavily armed police commandos to secure the exterior perimeter, though tactical units did not enter the main cell blocks. The military air force also deployed aerial drones and a surveillance helicopter to monitor the unfolding situation from above the compound.

Six prison guards were killed during their initial attempts to break up the violent rioting before inmates successfully grabbed several state-issued firearms.

Authorities used specialized transport buses to immediately transfer select groups of prisoners out of the unstable facility to alternative detention centers. Large, anxious crowds of worried relatives gathered outside the prison gates on Monday morning to seek immediate information regarding their family members.

The tragic event marks the deadliest jail violence in the South Asian country since a major pandemic riot killed 11 inmates in December 2020.

That previous incident forced the central government to temporarily release hundreds of minor offenders to reduce severe overcrowding across the penal network. Official data revealed that Sri Lankan prisons held 41,250 inmates on Sunday, which represents an occupancy rate roughly four times their legal capacity.
